Document signed James B. Eads: "This is to certify that for value received from Genl. Horace Porter of New York, I have this day assigned to him one fourth interest in my proposition to the United States, now pending in the Senate, for the improvement of the navigation of the mouth of the Mississippi River, and hereby agree that he shall be entitled to one quarter of the net profits which I may receive for improving the said mouth of the Mississippi, either by canal, jetties, or in any other manner, either during the present congress or the next one; the intent being to make the said Porter fully interested in my contemplated enterprise above mentioned, and to the extent above stated."
