States that they defeated the proposition to amend the bill by inserting 3/5 as the proportion of stock to be owned by the state. They will defeat the sinking fund section and carry an additional section making it incumbent on the Directory to sell the stock over 1/2 that the state may have to subscribe in the event of individuals failing to take it whenever it will bring a price of 5%.
