Circular of T.A. Marshall, colonel, 1st Cavalry Illinois Volunteers, commanding forces now at New London, to the people of Ralls County: “In accordance with orders from Brig. Gen. Pope, commanding U.S. troops in North Missouri, I have appointed Lewis T. Labeaume, C.F. Kirtley, Wm. Priest [William Priest], Dr. C.F. Clayton and A.G. Lancaster, a committee of Public Safety for the county of Ralls, whose duty it shall be to maintain the peace of the county, both by their own influence and by calling on the people of the county to assist them. If the peace of the county is not perfectly maintained, a strong Military force will be stationed here and kept at the expense of the county, which expense shall be made out of the citizens by a levy upon all movable property in reach of the military. This will extend not only to preserving the peace within the county, but to the fitting out of expeditions to operate against the U.S. Government or troops elsewhere. If the committee shall not come fully up to the discharge of the duty hereby imposed on them, they will be held primarily responsible for all expenses incurred; and they shall in no case be allowed to decline serving."
