Biographical / Historical
The Metropolitan St. Louis Sewer District (MSD) was approved by voters in 1954 to operate as a separate governmental agency. MSD consolidated the patchwork sewer systems that operated in St. Louis City and St. Louis County and was charged with managing wastewater collection and treatment and with stormwater management. This mandate included preventing the overflow of sewage water into local creeks, streams, and rivers.
