Reuben A. Shelton (1954- ): Biographical Data, Transcript (27 pp.). Shelton was appointed to the Citizens Advisory Committee (CAC) in 2000 and served as its chair. Prior to that, he had worked with the attorney general’s office on tobacco litigation and knew both Jay Nixon and Paul Wilson. He discussed the role of the CAC and how its members worked with the board; the concept behind slotting board candidates in 2002; his relationships with various board members; forums held by the CAC; and learning about and consulting with other CACs in the nation. H. Lynn Stuhlman (1937- ): Biographical Information and Family History, Transcript DVD 1 (16 pp.), Transcript DVD 2 (7 pp.). Stuhlman was appointed to the Citizens Advisory Committee (CAC) in 2000, due to his work with AARP in Jefferson City, and was the first CAC member to become a Foundation board member; he served through 2005. He explained the rationale used in selecting the first board candidates; the transition from nominating committee to CAC; and work with the Foundation’s Program and Grants Committee. Craig Van Matre: Transcript DVD1 (21 pp.). Van Matre was appointed to the Citizens Advisory Committee (CAC) in 2000; he served through 2006. He was a practicing attorney in Columbia, Missouri. Van Matre recalled a meeting in which Gov. Roger Wilson declared the governor’s office would have nothing to do the Foundation; the CAC was shaped to prevent the Foundation from falling prey to political interests; the reasoning behind not renewing nominations for two sitting board members (Knight, McCalpin); and his opposition to the policy making tendencies of the Foundation. He discussed the early formation of the Foundation as non-profit 501-c4, which is not a charity and the proper role for the CAC. Van Matre included a supplement to the interview dated May 4, 2009. Corrine Walentik, M.D., MPH: Transcript (27pp.). Dr. Walentik was appointed to the first Community Advisory Committee (CAC) in 2000 and was a current Foundation board member at the time of the interview. She was a pediatrician and neonatologist at Cardinal Glennon Children’s Hospital and had worked with the St. Louis Regional Health Commission. Dr. Walentik explained how she was approached about the CAC; the evolution of the Program and Grants Committee; how the Sunshine law has benefitted the Foundation; and the role of the attorney general’s office with the CAC. Karl E. Wilson, PhD: Transcript DVD 1 (17 pp.), Transcript DVD 2 (16 pp.). Missouri Attorney General Jay Nixon appointed Wilson to the initial Missouri Foundation for Health board of directors in November 2000. He was a psychologist and president and CEO of Crider Center for Mental Health in Warrenton, Missouri. Dr. Wilson explained the early days of organizing the Foundation, tensions among the members and staff, and how he became chairman. He discussed the controversy surrounding the Knight and McCalpin dismissals (not renominated); his hesitation about operating under the sunshine law; role of Jay Nixon and Paul Wilson; possible litigation by attorney general’s office; Alberta Slavin’s work and her relationship with Foundation staff; and the move to initiative-based grants. David A. Winton (1968- ): Transcript (24 pp.). Winton was a legislative monitor and lobbyist with Penman & Winton Consulting Group in Columbia, Missouri. The Foundation hired the consultants after a rigorous interview process to keep it informed of healthcare issues important to the state legislature, to identify the perceived most important problems to solve, and to determine how the Foundation communicated with the people in Jefferson City. Winton discussed conceptions of the Foundation in state government and attempts to use its funds for state programs or to turn its funds over to the state; the work he did for the Foundation, and why lobbyists must be registered. His firm worked as capacity builders with the Missouri Association for Rural Health Clinics on a grant it received from the Foundation to identify and remedy service gaps.
