Peter DeSimone (1937-2018): Interview Guide, Index, Transcript DVD 1 (26 pp.), Transcript DVD 2 (10 pp.). As executive director of the Missouri Association for Social Work, DeSimone was vocal about the Blue Cross/Blue Shield legal issues in the late 1990s that led to the creation of the Missouri Foundation for Health. He was appointed to the Community Advisory Committee (CAC) and served as its chairman in 2003, a position which made him an ex-officio member of the Foundation’s board. In 2005, he became a Foundation board member. He discussed the legal issues surrounding Blue Cross/Blue Shield; the CAC’s role with the Foundation; and the impact, criticism, and assessment of the Foundation. Marcia Dial: Transcript DVD 1 (25 pp.), Transcript DVD 2 (9 pp.). Dial worked at the Scotland County Memorial Hospital in Memphis, Missouri, for 35 years and was a member of the Missouri Hospital Association. She described her educational and professional experience, the rural community and its health care issues, and the economics of a small hospital. She became aware of the Foundation through mailers that they sent and described the impact it had on the hospital by funding projects such as the Diabetes and Obesity Center and the Childbirth and Beyond project. Rory Ellinger (1941-2014): Interview Guide, Letter, Transcript DVD 1 (22 pp), Transcript DVD 2 (10 pp.). Missouri Attorney General Jay Nixon appointed Ellinger to the initial Missouri Foundation for Health board of directors in November 2000. Ellinger was an attorney in O’Fallon, Missouri, active with the Northeast Missouri Legal Aid and the Missouri Association for Social Work. He discussed Foundation operations from the beginning, challenges to establishing bylaws and ethics, relationship between the Foundation and the Community Advisory Committee (CAC), hiring staff, investments, impressions of various board members and Jay Nixon, and expressed his interest in maintaining the history of the Foundation. Fred S. Epstein: Business card, Transcript (21 pp.). Epstein worked with the family business, INDEECO, ran the Zelda Epstein Learning Center daycare, was on the local board of the ACLU, served as chair of the Desegregation Monitoring Committee for the St. Louis Public Schools, and worked for George Soros’ Open Society Institute. Gov. Carnahan appointed Epstein to the Community Advisory Committee (CAC) in 2000. Epstein discussed criteria used for board candidates; tension between the CAC and Foundation board; the 2002 disagreement about board appointments; and the roles of Jay Nixon and Paul Wilson. Ferber was an attorney with Legal Services of Eastern Missouri which was involved in the litigation settlement that led to the establishment of the Foundation.
