Signed statement by 14 citizens of St. Charles that there is no necessity for children of Charity, free Black woman, to be bound out as they have always been well taken care of. We understand that there has been a complaint to the County Court to have the children of Charity bound out. We think there is no necessity for that. We are well acquainted with Charity and her children. She has been our neighbor for 10 or 12 years. We do not believe she or her children have ever suffered for want of food or clothing.
