A statement by the Grand Jury at the Court of Quarter Sessions for the District of Saint Charles with Benjamin Emmons, Foreman, to the effect that “the people ought to have a voice in the making of laws by which their conduct is to be regulated, and in the laying of taxes they are compelled to pay.
