Statement by Grand Jury for District of St. Charles with Benj. Emmons, Foreman, calling attention to the “unprotected, defenseless, disarmed, and disembodied condition” of the district. It should be considered in view of the “late bloody commencement of an Indian War” together with the prospect of an immediate rupture with Great Britain.
