Letter signed Col. A.D. Stewart to D.M. Frost regarding appointment of sutlers and authority given to Gen. Harney. Harney thinks he will close the war by making a treaty with all bands of Sioux; he recommends establishment of posts – one 250 miles below Fort Pierre, one at the mouth of the Big Sioux, and another at or near Fort Clark. Fort Pierre will not be abandoned. The 4 companies on the Upper Missouri, Mississippi, and Minnesota Rivers will join the headquarters of their regiment in the spring.
