Letter signed John P. Sebree, Jefferson City, to Colonel [Newton G. Elliott], Franklin, Mo. You need not be uneasy about emancipation here this session unless Congress passes the appropriation. My information is that the President after the 4th of March will recede from his emancipation proclamation. If our people will give way to the Abolitionists, then they will ruin us.
