General Loan has certainly never used any such language in my hearing. On the contrary he seems cordial in his support of the provision government, When it was rumored that a military governor was to be appointed for this state, he expressed great dissatisfaction at the rumored charge. He thought it might be necessary to disregard Order Number 23. I do not believe General Loan has been guilty of any insubordination. Letter signed H.R. Gamble, St. Louis, to Honorable Edwin M. Stanton, Secretary of War. Writes concerning the 13th Regiment of Missouri Volunteers which was originally formed by the voluntary union of certain companies recruited in Ohio with certain other companies recruited in Missouri. They are now trying to turn over the whole regiment to the state of Ohio and call it the 22nd Ohio. There is great dissatisfaction on the part of members of the regiment. Letter signed H. Singleton, Kirkwood, St. Louis County, to Honorable Chase, Secretary of the Treasury. I was removed from the local board of the United States Inspectors of Steamers for the port of St. Louis on February 17, 1862. I have no complaint to make because of the removal. I have been compensated with the exception of 10 months and 17 days, which compensation has been retained by the Department, cause not stated to me. It has been suggested that reports may have reached you concerning my loyalty to the general government. My political tendency is Whig, from early days. The enclosed letters, and copies of letters, for 1858, 1859, 1860, 1861 and 1862 will aid in some measure to destroy charges of disloyalty. My nephew, Honorable John S. Million, can vouch for me. Both Edward Bates and Honorable H.R. Gamble will vouch for me. Other citizens of St. Louis will state their impression of my loyalty. Individuals mentioned include Whig Party, Honorable John S. It is intended to raise the money by assessments from those who are known to be enemies of the government. Since the money is needed immediately I have caused the sum to be divided among the banks of the city in proportion to their capitol. The Bank of Missouri is to furnish $48,000.
