Letter signed C. Gibson, Washington, to Gov. Gamble. Encloses a copy of a letter which he has just written to Hon. Edwin M. Stanton, Sec. of War. In this letter [Gibson] says that the Governor of Missouri has requested money for the purpose of supplying the enrolled militia, while in actual service, with such articles as they can not impress from the enemy. “The amount he calls for is $250,000. Letter signed C. Gibson, Atty. Gen.’s House, to Gov. Gamble [His uncle]. Was told yesterday by Stanton that he could not give them money, arms or materials, but Chase is on their side and will pay over the money if Stanton will send in the requisition. Says that Gen. Halleck’s letter to him [Gamble] was intended as an answer to the demand of the Abolition Governors who have been demanding the right to appoint the Generals over forces now in the Federal service from their respective states. Letter signed Sabina Shroyer, Marshall, Saline Cty., to Governor of Missouri. Writes to make a complaint of Lieut. Col. Wilson. Her husband who was murdered last July was unfriendly to Wilson and it is this antagonism that the latter seeks to keep alive. Her servants, teams and property are being pressed into service by Wilson because of his malice and her stock pond is almost dry because the soldiers water their horses there instead of going down to the creek. Letter of [Copy] [Gov. Gamble] St. Louis, to Major Gen. Halleck. Was surprised at the contents of his letter of the 27th of September. This was occasioned by the “utter irrelevancy” of the answer to the question involved. Interpretates the agreement entered into with the President concerning the body of troops raised by him [Gamble] and arrives at the conclusion that they can only be considered state troops. Halleck’s letter announcing that his [Gamble’s] order discharging Col. Jackson from the service of the United States was without authority is untrue, for Jackson was in the service of the state.
