Letter signed [H.R. Gamble] St. Louis, to Hon. Salmon P. Chase, Secretary of the Treasury. In raising state militia under his [Gamble’s] agreement with the President, he recruited some 3,000 more than the number which Congress provided pay for. The whole number is necessary for the defence of the state particularly now when they are threatened with an invasion by a powerful southern army. Gen. Halleck and the Secretary of War directed him to pay these surplus men out of the Congressional appropriation which he has done. He has since been forced to order a general enrollment of the militia which will exceed 40,000 men who have been made to understand that there is no provision for their payment. Their subsistence is to be drawn from the disaffected citizens with the exception of certain things like sugar which can not be found in the country. Letter signed J.M. Schofield, Brig. Genl., Springfield, Mo., to Gov. H.R. Gamble. I have just received information of the new arrangement of this department and of the assignment of Genl. Curtis to the command. I therefore ask to be relieved of this command. It will involve the relinquishment of my general command of the State Militia. I regret these changes but see no alternative. I cannot willingly consent to retain command of the Mo. District under the present arrangement, nor would it be for the good of the service. This part of Mo. and the army operating in it must for some time to come be independent of the local commander of the northern part of the state. The arrangement is sufficiently humiliating to me at least. However, I am willing to sacrifice my personal feelings to do what is best for the country. Individuals mentioned include Brig. Genl.
