Calling to your attention the importance of the immediate organization of the Unionists throughout the state in a military form for self-protection. I am not at all acquainted with the militia law of 1859, but suppose it affords the basis for such an organization, but think any movement toward such an organization should have an official sanction. My suggestion is that you should in your forthcoming proclamation call upon the friends of the Union throughout the state to organize companies and that the general government should furnish the necessary arms and ammunition. It is time that the traitors in this state should be made to feel that the Unionists are ready and willing to protect themselves. (3 pages), 1861 Aug 3

Save in regard to Governor Gamble: “I believe that his appointment more than that of any other man, will tend to restore intern tranquility.” Has been sick for the last three days, but feels better this morning. Says they cannot afford to quarrel and must have harmony between the state and federal governments. I have just come from Knox County, Missouri, where I am a citizen, to solicit aid to defend the union men of my section, from outrages committed by tractors who are organized in force to several thousand in number. I reached here too late to obtain aid from General Fremont. Plans of the men to ruin Union men in Missouri. Please guard the ferries to prevent their reaching Jackson. Discussion of the insulting “home guards” in Cottleville, and I fear a collision between the encampment and the citizens. The encampment is under the command of Colonel A. Krekel and number between 500 and 1000 men. Can they, by law, authority or right, be disbanded and their arms taken from them? I know they are not armed or organized by the state of Missouri and I know of no law of the United States for thus arming. Your sister is slowly declining both in health and mind.
