I am informed that officers of the militia, and especially of your “Guard” have visited various bodies of “Reserve Crops,” “Home Guards,” etc., mustered into the United States service, and endeavored to induce the men to enlist into the State Militia. This is not only improper, but producing very injurious effects. Men cannot be transferred from the Volunteers to the Militia, and they ought not to be tampered with. I shall disband these irregular organizations as soon as the public service will permit, and then the men can join the Militia. I trust you will take measures to prevent a repetition of the offense, which by law is a serious one, although I do not suppose anything improper was intended. (2 pages), 1861 June 2

Letter signed Willard P. Hall, St. Joseph, Missouri, to His Excellency, Hamilton R. Gamble, St. Louis. I notice by yesterday’s Republican that you are in St. Louis, so I will address your letter there. Regarding inquiries I have made, I find the Union men are satisfied at the action of the convention. The Secessionists are dissatisfied, but there is no danger of any outbreak here, nor of any disturbance of any kind. From the Chariton River west, everything is quiet and I believe will remain so. East of the Chariton River affairs seem to be disturbed. There is no question that Missouri will sustain the question of the convention by a large majority. Your proclamation is well received and is doing good. If we can only restrain the soldiers and make them behave themselves, our fight will be an easy one all over the state. Letter signed Edward Bates, Attorney General’s Office, to Honorable H.R. Gamble, Norristown, Pennsylvania. Last evening I had the pleasure to see your friend and pastor, Reverend Dr. Halsey and his protégé, young Mr. McDonald. I will give him such aid as may be in my power, by bringing the matter fairly before the Secretary of War. I expect you will receive a letter from Gibson, along with this. He and I fully concur in the belief that your presence in the Missouri convention may be of great importance. Now, if ever, your great influence over the minds of our people ought to be exerted, for Missouri is, at this moment, in a very, very critical condition. The Civil Government of the State has ceased to act, and independent marauding parties are beginning to wage guerilla warfare after the manner of Mexico. My position here, you know, exposes me to the hazard of giving opinions upon all the knotty and hard questions. My official opinion upon the power of the President [vulgarly called the Habeas Corpus question] will doubtless expose me to the sharpest criticism, but I can’t help that. The President is a civil magistrate, and not a military chief. I have before me now, the scarcely less difficult question of the constitutionality of the retrocession of that part of the District of Columbia south of the Potomac. The organization of the government of Virginia in the West is the great movement of the day—the “spinal cord” of nationality…at once an example and fit instrument for the restoration of all the insurgent states. I take pride in the fact that I have had something to do with initiation and in the progress of that nation-saving operation. I have met with many Missourians here, and have received numerous letters from our friends at home, expressing the most earnest desire that you should be present to attend the deliberations of the state convention which is to assemble on Monday next. It is a most important crisis in the history of our state. A blunder committed by the convention may be fatal to the best interests of Missouri for many years to come. Letter signed William M. McPherson, St. Louis, to Honorable H.R. Gamble, Jefferson City. Suggesting addition to report, limiting representatives to 100 and based on population instead of counties. Would it not be well to provide for vacating offices of all county clerks who failed to send up returns of elections, the vacancy to be filled by the Governor; as a penalty for neglect of duty? It would help some of the secession clerks to do their duty. We have stirring rumors here about the approach of Tennessee and Arkansas troops, but Fremont is striving to meet them. I went to see Fremont yesterday to get some preachers released. He promptly made the order and will soon put a stop to this indiscriminate arrest of citizens unless guilty of an overt act.
