Letter signed William P. Lewright, Labadie, Franklin County, to Honorable H.R. Gamble. I have been informed that you have ordered certain prisoners in the custody of United States troops in this county to be released and that your order has been disregarded. The course that is being pursued in arresting citizens of this county is operating greatly to the prejudice of the Federal cause. Many citizens are afraid to stay in their homes for fear of being arrested. The result will be to drive them to the Confederate Army. (2 pages and envelope), [1861?]

Letter from [Hamilton R. Gamble], to The President of the United States [Abraham Lincoln]. Has the honor to send two resolutions adopted by the Convention of the people of the State of Missouri. In the first resolution the Convention, in the name of the people of Missouri, petitions the Government of the United States to provide for the maintenance and payment of such militia as have enlisted in the service of the state during the existence of the present civil and social war in our midst. By the second resolution the author and governor of the state was directed to proceed to Washington to make known to the Government the condition of the state and to propose the Government such measures as would enable the state to cooperate efficiently in the prosecution of the War. Tells of the hardships inflicted upon Missouri by the war and of the ordinances adopted to alleviate them. The Executive has been authorized to issue bonds to the amount of one million dollars for the purpose of arming and supporting the militia and the auditor has been authorized to issue warrants to the same amount to be used in all cases of indebtedness incurred under the military ordinance adopted by the convention. Goes on to question whether it will be desirable for the troops organized as state militia to cooperate with the federal trips, whether the government will bear the expense of the state militia employed in performing work which the government is constitutionally bound to perform ad how such expense shall be met.
