The speech I made them, detailing my conversation and understanding with you, was received with great satisfaction, although many were disappointed because I brought no arms with me. I have made all proper arrangements for the reception and security of the arms here, whether they come separate parceled or altogether. Two cavalry companies are forming within the circle represented at this camp, and if you have cavalry arms you may send them at once [say about 100]. General Pope stopped a little while with us today. We will send him a hundred horsemen to cooperate with him tonight in an expedition from Platte River bridge, southward. He informs me not to return home before Monday or Tuesday, against which time [I presume he assumes] a Union man can go where he pleases in this county under the shadow of the old flag. Under McKinstry’s orders, every man who sold a horse here yesterday [150], took and subscribed the oath which we prescribed of general and unwavering fidelity to the United States; specific recognition of Gamble as the lawful Governor of Missouri, and that they had not purchased the home of a secessionist, etc. At the start there was much indignation and attempts at browbeating, but in an hour or two it worked out all right, the secessionists taking home their horses and the Union men taking home the money. Letter signed J.B. Henderson, Louisiana, Missouri, to Governor H.R. Gamble. I now found the regiment being raised here really full. By the close of the week I will have no less than 800 foot [soldiers] and 300 horse [soldiers] at least. Request for further supplies for the soldiers in the way of tents, clothing and food. The men are sleeping on muddy ground. My reports of election showing full organization, I will make this week. Secession is rapidly on the declin in this region. I have taken an obligation of loyalty today from three of the hardest cases in the county. If I can pledge you to drive the rebels out from N.E. Missouri in a short time if I can get three or four regiments here. Discussion of meat, wheat, corn, coffee or sugar. I hope Mr. McPherson may succeed in his mission after the arms and especially that he may obtain $3000 or $4000 from the Government. Individuals mentioned include William M. McPherson. I write to you to ascertain if your father has appointed a quartermaster for the state forces yet? If not I would like to be considered for the appointment. I have seen James B. Maupin about acting as your father’s adjutant in this district. We say he cannot serve. Colonel Gale thinks that Colonel Thomas C. Fletcher of DeSoto, Jefferson County, will serve. Letter signed H.R. Gamble, Jefferson City, to Charles Gibson, Washington. Upon delivering President’s letter to General Fremont I made explanations on all points upon which I understood he took exceptions to my course. He mentioned the first point and I referred to all others that I know. He was almost entirely a silent listener. At the conclusion he appeared to be satisfied to forget the matters explained. I afterwards had an interview with one of his staff at his request and was urged by this officer to see General Fremont again. An hour was designated. I attended, waited a half hour and more, was unable to get an audience and left. I have not seen him since. Full statement by mail. I expect no arms from him.
