Letter signed James O. Broadhead, St. Louis, to Honorable H.R. Gamble. Yesterday, without consideration, I signed a recommendation for the appointment of F. Meyer of St. Louis as one of the police commissioners. But I am satisfied now, and out to have known that he is not competent for the place. He is a man of no firmness or stability, and I hope you will consider my recommendation as withdrawn. You out not hesitate about the removal of enough, at least from the Board, to give the Union men a majority. Out city, like all parts of the state, is in danger and we ought to have the control of things for our own interest of Secessionists. Control of the police force here would give us means of finding out our counteracting their movements. If we are to have a Douglas man on the Board, as I suppose we ought to, let it be Krum or P. Letter signed H.R. Gamble, Jefferson City, to Major Henry S. Turner. Answering your letter concerning Dr. McKellops. St. Louis is under martial law and it may be the doctor is charged with the enemy. If such is the case it would be a military offense. It may be the doctor has been engaged with the KCG’s in a conspiracy within the city after it has become a camp by the proclamation of martial law. This would also be a military offense with which I cannot interfere. I merely suggest the possibility of charges existing for I have no information whatever about the doctor. So also I was surprised by the suggestion that he might be allowed to claim the benefit of my proclamation offering security to those who had taken up arms but who voluntarily returned to their allegiance. I had never supposed the doctor had been so involved in hostility to his country. He can never claim the benefit of the proclamation’s protection while he continues hiding a criminal and unwilling to appear before the authorities. I would be glad to serve the doctor and all other citizens who really desire to contribute to the peace of the state, but I must not waste my power upon cases the real nature of which I do not understand. Several gentlemen of Franklin County have been arrested [as I learn] by Captain Maupin of the Home Guards and are now in confinement. I do not know what grounds exist for such arrests, but I am informed the men arrested are quiet and peaceable citizens. Will you investigate? Letter signed Hamilton Gamble’s Aid, to E.B. Dobyns. Your letter of the 18th to Governor Gamble has come to hand and I am directed to say the Governor addressed a letter to Mr. Maupin remonstrating against arrest of the gentlemen in Union upon insufficient grounds. No answer has been received to that letter. We have learned Mr. Maupin is not in command but was acting under orders of a superior officer. If those gentlemen were arrested can establish their innocence every effect will be made to pronounce their release. General Harding, who is in command, will investigate the case if requested and will, if satisfied that the confinement of these men is unjust, order their release. Letter signed J.R. Carter, Andrew County, Missouri, to [Governor H.R. Gamble]. Although a stranger to you I wish to congratulate you on your recent proclamation. I was in St. Joseph yesterday, had a long conversation with R.W. Donnell who stated he had written you a letter protesting against the course you have taken, saying it will drive most food Union men into the secession ranks. Colonel Doniphan and most members of the state convention would be included. General Harney’s proclamation was endorsed most cordially. There are at this time in this county about 400 recruits encamped for Jackson’s army. Horse stealing and house burning are the common occurrences that mark their way. I see no other safety for life or property but an energetic organization of the state forces. Disregarding the croaking of secession sympathizers, you can be sustained by two-thirds of your people. This note will make you acquainted with Major Corwine who is of my staff and Judge Advocate of the Department. I have today on hand an unusual press of business and knowing that you propose to stay but a short time here I have asked Major Corwine to call upon you and go more fully into the subject matter of our conversation yesterday, than I should be able to command the time for today.
