Letter signed T.J. Boggs, Franklin, to H.R. Gamble. New Relinquishment Law makes quite a stir in my office. Bates’ friends need not feat the result here. He will beat Scott here though the latter has considerable personal popularity. I have always had a great regard for Bates’ character and the sound of constitutional doctrines he advocated during the prevalence of our Relief System. Yet I cannot vote for him. I do not admire his Virginia notions. The General Government has the right to make internal improvements and I am opposed to the surrender of this right to the states. Local feels and interests would clash and no connected system could be devised. His plan of dividing surplus revenue among the states likewise clashes with his own opinions. As a man I feel reluctance to be forgotten and wish to leave behind some monument and as for a great nation “I should wish it to leave for the contemplation & instruction of future ages some splendid memorials of its refinement its opulence & its grandeur.” Individuals mentioned include [Edward] Bates, [John] Scott, Stephen Rector, Barnes, Ross, Clay and Buckhart.
