Byars, St. Louis, informing Byars that the “Missouri Manual” is issued biennially and that his name is on the mailing list. Roach writes that there is no department of state that can give official information on water power development, except that the largest plant is owned by Empire District Power Company in Joplin, Missouri. Roach informs Byars that he can write to Hon. H.A. Buehler, state geologist, Rolla, Missouri, concerning information on water power subjects; Hon. F.W.
