Scope and Contents

The record book for School District No. 3 of Franklin County, Missouri, contains entries ranging from 1882 to 1891. There is one notice of an annual school meeting for the district dated 1906; there are no records from 1892 to 1905. The records are arranged chronologically. The volume was printed by E.F. Hobart & Co., Steam Printing House, 615 Chestnut Street, St. Louis. Hobart designed the volume so that it contained the “various forms required by the latest school laws” in Missouri. The contents included the following forms: a map of district, various meeting proceedings, various financial records, a list of taxpayers, register and reports of teachers, teacher contracts, lists of books, district clerk’s financial reports, oaths of school directors, and others.

Biographical and Historical Sketches

School District No. 3 of Franklin County, Missouri, was located in Township No. 41, Range 3 West. On April 15, 1882, the directors of the school district met and organized by electing David McMiller as president of the board and Silas A. Shults as clerk. Shults held the position until July 25, 1889, when Thomas Yeates was elected. Yeates served until Charles F. Schmidt was elected on July 5, 1890. Silas A. Shults (1840-1912) entered most of the information in the record book. He was a farmer in Boone, Franklin County, Missouri, who married Elizabeth J. Springston (1843-1875). The couple had four sons of school age during Shults’s tenure as district clerk. Shults lost both his first and second wife, Sedonia Jane Blankenship (1856-1884), while serving as clerk. In 1885, he married his third wife, Laurinda Ellen Vaughn (1856-1943), and had four more children.
