Scope and Contents

The Dexter P. Tiffany Collection consists of various records of the St. Louis County Court, 1808-1902; the city of Carondelet, 1825-1870; and the Washington County Court, 1813-1830. The St. Louis County Court records span a wide variety of topics over a nearly 100-year period. Although some records are sparse and merely representative of the types of documents produced, others appear to be nearly complete series of records.

Biographical Sketch

Pardon Dexter Tiffany was born circa 1812 and graduated from Brown University in 1834 or 1835. He attended Harvard Law School until his graduation in 1837 or 1838, when he moved to St. Louis. Tiffany is listed in the 1838-1839 St. Louis city directory as an attorney-at-law at 67 N. First Street. By 1841, he had become partners with Josiah Spaulding at the First Street office. It was during this time that he met Hannah Kerr (1822-1893) of Philadelphia. Hannah was the daughter of Matthew Kerr, a wealthy and prominent businessman. Pardon Dexter Tiffany married Hannah Kerr on March 29, 1841. They had seven children. Pardon Dexter Tiffany invested in real estate while in St. Louis in addition to his law practice. In 1849 he traveled to San Francisco where he speculated in real estate and gold until his return in late 1850. In later years the Tiffany family resided at their home in Worcester, Massachusetts, while Tiffany conducted business in St. Louis. According to newspaper accounts, Tiffany and his family traveled to Europe in 1860. Tiffany returned to St. Louis in 1861. In a letter to his wife dated February 10, 1861, he complained of the economics of St. Louis since the war. He committed suicide four days later, leaving a $1,000,000 estate. Dexter P. Tiffany, Sr. (1846-1921) was born in St. Louis to P. Dexter and Hannah Kerr Tiffany. After being raised in St. Louis and Worcester, Massachusetts, Tiffany attended Harvard Law School. He graduated in 1870 and passed the Missouri bar in 1871. In 1870 he married Annie Shepley, daughter of General George Shepley and granddaughter of Supreme Court Justice Ether Shepley. They had two sons, Dexter P. Tiffany, Jr., and George Shepley Tiffany. Dexter P. Tiffany, Sr., was a member of the law firm Finkelnburg & Rassieur (later Rassieur & Tiffany) at 200 Market Street in St. Louis. He was also partners with his brother John Kerr Tiffany in the Tiffany Real Estate Company. During Dexter P. Tiffany’s career, he was associated with Judge Jacob Klein of the circuit court in the management of the Knox estate and other matters. According to Tiffany’s obituary dated April 28, 1921, he “held a high government position in Washington D.C. during the recent war.” Tiffany retired early from the practice of law in 1917 and died in Boston at Philips Hospital in 1921. Dexter P. Tiffany, Jr. (1872-1929) was born in St. Louis to Dexter P. and Annie Shepley Tiffany. He graduated from Harvard Law School in 1895, and served in the U.S. Navy for four years, retiring to his law practice. Upon the death of his father, he moved to Portland, Maine, to be with his mother. After his mother’s death, he lived in Paris, returning a month before his death. He died at Knox County Hospital in Rockland, Maine. George Shepley Tiffany (1877-1934) was the younger of two brothers born to Dexter P. and Annie Shepley Tiffany. He attended Harvard Academy in St. Louis (1889-1890), Smith Academy (1890-1891), St. Paul’s School in Concord, New Hampshire (1891-1895), and Harvard (1895-1899). After graduating from Harvard, he joined Duncan, Joy, & Co., cotton brokers. He conducted business under his own name from 1920 to 1927. In 1927 he joined Knight, Dysart, & Gamble. Tiffany also became an executive representative for Anheuser Busch Brewing Company in 1930. He married Marie T. Scanlon in 1905 and resided at 14 Lenox Place, St. Louis. They had five children: George Shepley, Jr., David Dexter, Philip Scanlon, Nicholas Jarrot, and Mary Christie Tiffany. Tiffany died at age 57 in Dark Harbor, Maine.

The Dexter P. Tiffany Collection is arranged in the following 17 series: County Court Series, Courts Series, Fees Series, County Collector Series, Treasurer Series, Comptroller Series, City Register, County Recorder and County Clerk Series, Elections Series, City and County Employment Series, City and County Institutions Series, Licenses Series, Taxes Series, City and County Engineer Series, Civil War Series, Carondelet Series, Washington County Series, and Miscellaneous Series. Most of these series, in turn, are arranged in several subseries. The County Court Series contains minutes of the proceedings of the court, various petitions to the court from citizens and county officials, writs of habeas corpus, summons, subpoenas, individual court cases, oaths of insolvency, vouchers, and other items. Of particular interest are the vouchers and receipts of Henry Singleton, architect of the county courthouse. The County Court Series is divided into the following subseries: Proceedings, Petitions, Writs, Subpeonas, Other Cases, Oaths of Insolvency, Bonds, Courthouse, Vouchers, and Miscellaneous. The Courts Series contains various records of the circuit, criminal, common pleas, probate, land, law commissioner’s, and supreme courts. Among the records are specific suits and accounts for many of the courts. The Courts Series is divided into the following subseries: Circuit Court, Criminal Court, Common Pleas Court, and Other Courts. The Fees Series contains marshal and justice settlements and court fees imposed by these courts. The Fees Series is divided into the following subseries: Marshal Settlements, Justice of the Peace Settlements, and Court Fees. The County Collector Series contains receipts for fines and license fees. The Treasurer Series contains various receipts and statements and payment requests from the county treasurer. The only documents from the city treasurer in the collection are payroll lists. The Treasurer Series is divided into the following subseries: County Treasurer and Auditor and City Treasurer and Auditor. The Comptroller Series contains vouchers for stationery requests from various county departments that were filed with the comptroller. This series also contains city property returns and contingent fund vouchers filed with the comptroller. The series is divided into the following subseries: Printing and Stationery, City Property Returns, and Contingent Fund Vouchers. The city register, county recorder, and county clerk often overlapped duties and responsibilities. The City Register, County Recorder and County Clerk Series contains records of these offices, including cemetery interment statements by several St. Louis cemeteries. These records, filed with the city register, list the name, age, sex, and disease of the deceased. This series also contains an extensive collection of stray notices dated 1819-1884. These notices were filed with the county clerk for any stray livestock that was “taken up” by someone. The series is divided into the following subseries: City Register, Cemetery Interments, Recorder, County Clerk, and Stray Notices. The records in the Elections Series are sparse and incomplete. This series contains papers relating to the disputed elections between James O. Broadhead and J.H. McLean in 1882 and between James McGrath and George W. Davison in 1884. The City and County Employment Series contains a wide assortment of applications, petitions, bonds, and oaths of office. During the mid-nineteenth century, many positions in St. Louis City and County governments were obtained by petitioning the county court. Letters of application by candidates were filed with the court as well as signed petitions supporting each candidate: Once a position was awarded, the employee was bound to the state of Missouri and/or St. Louis County. The series is divided into the following subseries: Employment Applications, Employment Bonds, and Oaths of Office. The City and County Institutions Series includes records of many St. Louis City and County institutions. Most records are vouchers for purchases and services rendered. These vouchers were usually signed by the auditor, comptroller, and department head. This series also includes petitions to the county court for relief, to be placed on the paupers list, and to be admitted to the insane asylum; coroner’s inquests; and school financial records. The series is divided into the following subseries: Fire Department, Police Department, Water Works, Poor House, Insane Asylum, Hospitals, Coroner, and Schools. Licensing and taxation were major functions of the county court. Billiard tables, auctioneers, grocers, pawnbrokers, merchants, dram shops, peddlers, inns and taverns, ferries, insurance companies, physicians, and attorneys were all licensed. The Licenses Series includes licenses, receipts, bonds, and other papers relating to licensing. The series is divided into the following subseries: Licenses and License Statements. The Taxes Series contains representative documents pertaining to taxation in St. Louis City and County, including tax “books,” petitions to the court regarding taxes, delinquent tax lists, merchant and railroad taxes, and lists of land sold for taxes. The series is divided into the following subseries: Tax Books, Tax Petitions, Taxes Paid, Railroad Taxes, Merchant Taxes, Delinquent Taxes, Land Sold for Taxes, and Other Tax Items. The City and County Engineer Series contains extensive records on the construction of roads in St. Louis City and County, including vouchers for the construction of Bellefontaine, Carondelet, Market, St. Charles Rock, Gravois, and Manchester Roads. This series also contains vouchers for maintenance of county roads and for construction of St. Louis City streets and alleys; records of the Central Plank Road Company; receipts of toll gate keepers; and other records of the engineers office. Most records date from the 1850s to the 1860s. The series is divided into the following subseries: Street and Road Vouchers, Central Plank Road Company, Toll Gates, Sewers, Lighting, Reports and Petitions, and Engineer’s Office. Free Negroes were obligated to post bond and be licensed in the state of Missouri. These bonds entitled them to be licensed to reside in the state provided that they were of “good behavior.” Dred and Harriet Scott were bound to the state of Missouri on May 4, 1858. The Civil War Series includes an extensive collection of these documents as well as other records regarding licensing of African Americans. During the Civil War and shortly thereafter, people in public office or service filed oaths of loyalty with the county court. These signed oaths usually list the name of the person and his or her office(s). This series also includes vouchers for the War Relief Fund (1863-1865), soldier bounties for the 40th Missouri Infantry (Union) and the 41st Missouri Infantry (Union), records of the Sweeney’s Brigade, and reports of the war claim agent. The series is divided into the following subseries: Free Negro Bonds, Oaths of Loyalty, War Relief Fund, Soldier Bounties, Home Guard, and War Claim Agent. Until 1870 Carondelet was a separate municipality. After the city of St. Louis annexed the city of Carondelet, many of their records became the property of the county court. The Carondelet Series contains records of the city council of Carondelet—including petitions, resolutions, and ordinances—and various other records regarding the fire department, schools, roads, and elections. The series is divided into the following subseries: City Council, Elections, Fire Department, Schools, Roads, Land, Bernard Poepping, and Miscellaneous. The Washington County Series contains subpoenas and related documents and stray notices.

Donor Information

Dexter P. Tiffany presumably obtained these records through his association with Judge Jacob Klein of the circuit court. The Dexter P. Tiffany Collection was donated to the Missouri Historical Society by Dexter P. Tiffany, Jr., and his brother George Shepley Tiffany in December 1923 and in 1928. However, through the years the collection has been erroneously referred to in the Bulletin of the Missouri Historical Society and other sources as the P. Dexter Tiffany Collection. (P. Dexter Tiffany was the father of Dexter P. Tiffany, Sr.).

Existence and Location of Copies

Over 4,500 loyalty oaths in the collection were digitized by Lindenwood University interns in 2009-2010. They may be accessed online here. Over 1,000 free negro bonds were digitized by Molly Kodner in 2006-2007. They may be accessed online here. Of note are the bonds for Elizabeth Keckley, dressmaker to Mary Todd Lincoln, and Dred and Harriet Scott.
