- Hamilton Rowan Gamble Papers | Letter signed John B. Gray, Adj. Genl. of Mo., St. Louis, to Gov. Gamble. I enclose reply of Col. Robert Bailey to my endorsement upon Dr. Johnston, which was referred to him. Col. Bailey must be a “higher law,” sticking to the construction of the law in preference to accept the authority of orders issued from these headquarters regarding who shall be exempt. He asked if he could be relieved from this duty altogether. I submit whether it would be well to relieve him from command as his acts cause much trouble in this office.
