I remember that at one of the interviews I had with you at which Mr. Bates was present, you made the remark that you could not bear to have the power to save a man’s life and not do it. I wish to call your attention now to the perpetration of murders and arsons and other outrages committed by persons connected with the Army over which you are the Commander in Chief, and whose crimes you have the power to restrain.
