I am credibly informed that contraband property amounting to several carloads have been shipped from Cameron and taken into the state of Illinois. Our Provost Marshal will investigate the facts and reduce the evidence to writing. I will place Major Samuel P. Cox in command at Hamilton, and if you will issue and order in relation this shipment of property he will try to have it enforced. The country is being pillaged under the pretense of contraband property. Our present confiscation act is made a pretext for pillage and robbery of the citizen and defraud and theft of the state.
