- Hamilton Rowan Gamble Papers | Letter signed John S. Phelps, Washington City, to [Governor H.R. Gamble]. I arrived here last night and immediately conferred with the President concerning invasion by troops from Arkansas, and other invasions which are threatened. I suggested it was his duty to repel the invasion of our state and to suppress insurrections which might occur in our state, and if you should call out troops for this purpose, would the Government defray the expense?
