Suggesting addition to report, limiting representatives to 100 and based on population instead of counties. Would it not be well to provide for vacating offices of all county clerks who failed to send up returns of elections, the vacancy to be filled by the Governor; as a penalty for neglect of duty? It would help some of the secession clerks to do their duty. We have stirring rumors here about the approach of Tennessee and Arkansas troops, but Fremont is striving to meet them. I went to see Fremont yesterday to get some preachers released. He promptly made the order and will soon put a stop to this indiscriminate arrest of citizens unless guilty of an overt act. Men will be undisturbed and allowed to enjoy their opinions. Individuals mentioned include Governor, Arkansas troops, Tennessee troops and John C. Fremont.
